Five volunteers and a public meeting.
Nobody here is paid, and nothing here happens in private. The board meets in the Assembly Chambers, anyone can sit in, and what gets said goes into the record.

What the board is
It recommends. It doesn't permit.
An advisory board of the Ketchikan Gateway Borough, serving the Creek Street Historic District under Borough Code ch. 18.35.
Advisory, by design
The board advises the Planning Commission and the Zoning Administrator on proposals referred to it. It gives an opinion; it does not issue approvals, and it cannot stop or start a project on its own.
Volunteer
Five residents, unpaid, meeting in public. That's the whole institution. It's worth knowing that when you're deciding how much weight to give what happens here.
Narrow on purpose
Its formal remit is the outside of buildings in the Historic District. Much of what matters on Creek Street sits outside that line — the board can carry those things to whoever owns them, and not much more.
On the record
Meetings are open, minutes are taken by Borough staff, and the Borough holds the official record. Summaries here are written from draft minutes and marked until the board adopts them.
Seated again
Back to formal meetings.
For a period the board met in informal places, with interested citizens taking part in discussions about what Creek Street needs. Those conversations weren't nothing, but they weren't a seated board either — no agenda, no minutes, no public notice.
The Planning Commission filled the board's vacant seats on July 14, 2026. It returned to formal meetings on August 17, 2026, and that meeting is the first one with a summary on this site.
When a seat opens again, letters of application go to the Platting and Zoning Clerk at 1900 First Avenue, Suite 126.

The Borough keeps the paperwork.
Minutes are taken by the Borough's Platting and Zoning Clerk, drafted after each meeting, and adopted by the board at the following one. The official record — agendas, notices, adopted minutes — is held by the Borough, not by this site.
